Philippine Sectoral Development and Needs Profiling System (PHILNEED)
 

The Philippine Sectoral Development and Needs Profiling System is a tool developed by the Commission on Filipinos Overseas (CFO) in support of its Lingkod sa Kapwa Pilipino (LINKAPIL) Program. It seeks to direct and organize assistance efforts of Filipinos overseas toward addressing the needs of specific sectors in the Philippines.

What is the PHILNEED SYSTEM?

The PHILNEED SYSTEM is an information system featuring the regional and provincial situations, as well as the development concerns and plans of regions of the Philippines. It contains a list of projects gathered by CFO from various provincial/local government units and non-government organizations (NGO's) in response to identified Minimum Basic Needs (MBN). CFO also obtained information from the 1999 Compendium of Projects of the Department of Social Welfare and Development (DSWD). The projects are grouped according to sectoral needs, according to sectors for which the projects are to be undertaken, and according to the area of implementation of proposing groups. Project costs and target beneficiaries are also identified.

The PHILNEED SYSTEM also includes the basic procedures involved in sending donations to the Philippines, list of government hospitals, list of schools offering vocational and tertiary degrees, and DSWD-accredited NGO's.

What is the use of the PHILNEED SYSTEM?

The PHILNEED SYSTEM will, among others:

  • Provide information to overseas Filipinos on the situation of various regions and provinces in the Philippines.
  • Focus target assistance and services from Filipinos overseas by identifying needs of various localities in the Philippines.
  • Encourage development cooperation among overseas Filipinos, non-government organizations, the private sector, and the Philippine Government in addressing priority problems in the community.

Who are the target end-users of the PHILNEED SYSTEM?

The PHILNEED SYSTEM is available in CD-ROM, and is intended for distribution to Philippine Embassies and Consulates and among Filipino groups and individuals overseas interested to participate in development projects and to provide services in specific localities in the Philippines.
