The Commission on Filipinos Overseas has authorized an additional service provider, the People's Reform Initiative for Social Mobilization, Inc. (PRISM) to implement its Guidance and Counseling Program effective 2 May 2006. Pursuant to DFA Department Orders No. 11-97, No. 28-94, and No. 15-89, the counselling program is required for Filipinos leaving the country or securing Philippine passports as spouses and other partners of foreign nationals.
