Prior to the institutionalization of the Presidential Awards system,
President Corazon C. Aquino directed the Commission on Filipinos
Overseas and the Department of Foreign Affairs to establish a
recognition system for outstanding overseas Filipinos. The 1991 CFO-DFA
Awards for Private Individuals and Organizations Overseas is the
forerunner of the present Presidential Awards for Filipino Individuals
and Organizations Overseas and was conferred by President Aquino to 17
individuals and 17 organizations on December 19, 1991. An individual
and an organization were also conferred special citations. |
